How I painted Captain Kirk in Painter 2015 & Paintshop Pro

Reference images

I always use the Real 2b Pencil in Painter for the sketch.

Basic Round brush & Just Add Water for this painting.

To create Stars use the Flood Fill tool pick the Foreground color black.

 Under  Adjustment Add/Remove Noise then Add Noise

Add Noise keep Monochromatic at 100% make it Gaussain

Blur then Gaussain Blur.

Gaussain Blur keep the Radius at 2.00.

Brightness and Contrast then Levels

This is arbitrary use your artistic judgement

Effects then Plugins KPT Collection ,Lenflares 

Click the Preset Button access the Preset library.

In the Preset library I choose Hi-8 Video

 

                                                     

Love the preset but don't want the extra Halos

                                                         

In Reflection Panel I turn the Intensity to none.

I want the position to the right so in the  General Panel I move Position X 38% .

This Lensflare is on it own layer so I can make adjustment whenever I want

                                                   

Use the Picture Tube to add more Stars.

Use Picture Tube to add Flares

Add Planets,Cosmos Shooting Stars the ship is from another painting I did.
